Financial Recap: Windsor Place Balance Sheet 10/31/2011
The Windsor Place Board of Directors meeting was held at the clubhouse on October 27, 2011.
Those members present were:
- Eric Spears, President
- Eric Klose, Vice-President
- Harry Manne, Treasurer
- Jeff Raglin, Secretary
- Art Koskela, Tony Peters and Joseph Rocha, Members at Large
Those members absent were:
- N/A
Also Present:
- Donna Schinke of H.O.A. Services
The Homeowners Forum was called to order at 6:00 PM. Questions from the floor were invited to discuss community concerns.
There were seven homeowners present, representing units (A105, C208, C502, D201, D406, E408).
- Discussion took place concerning the painting of WPC. Repairs would be made prior to painting.
- C305 questioned if cracks in sidewalks would be repaired prior to painting.
- C305 advised needing access to C205 for plumbing repair. Donna Schinke has be working to gain access.
There being no further business to discuss the Homeowners Forum ended at 6:30p.m.

The Board of Directors Open Meeting was called to order at 6:30 PM. Quorum was established. All motions mentioned in these minutes were unanimous unless otherwise noted.
- Eric Spears asked Eric Klose to read previous minutes.
- Corrections to be made to minutes:
- All animal owners must follow rules.
- Unauthorized parking – Each owner must complete a form and file with the towing company in case someone is parked in their parking spot.
- New chiller is not currently operational and there is NO set date.
- The phone line will not be installed.
- When ballots come in, they will be kept for 6 months to a year.
Motion format (green passed, red failed):
MOTION: Eric Klose made motion to accept minutes with corrections. Seconded by Tony Peters. Motion passed.
The Financial Report was read by Eric Spears. (See Treasurer Report)
- Harry will have 3 graphs ready for the next board meeting. (Money in bank, Money coming in, and Money spent.)
- Eric Klose questioned if Osselear was receiving any funds from rentals. Donna stated that some repairs needed to be made and was deducted from funds. Eric Klose questioned amont of repairs and was told that $300 is kept for each unit. WPC is receiving $600 for one unit and $450-$500 for second unit. Repairs which took place were painting, microwave and garbage disposal.
- Joseph questioned why utilites went over budget. (Utility costs went up 26%).
The Manager’s Report was given by Manager Donna Schinke.
- Some delinquent accounts are paying back dues and others are making arrangements.
- If there is a leak in your unit, please notify Donna ASAP so everyone in stack can be made aware.
- You can contact your homeowner’s insurance and ask for a special rider to cover any special assessments.
- Please have your condensation pans cleaned out to prevent leaking.
- Next HOA meeting will be held at the clubhouse on December 1, 2011.
- Horticulturist has been contacted concerning the queen palms, which might need to be replaced.
- Joseph advised that there is a unit in E building, 4th floor that has a window broken and needs to be repaired. (Eric Spears stated that we need to get window repaired and bill homeowner).
- Tony advised there is a leak in elevator in D building which might be coming from rood. Donna will call elevator repair and have them inspect.
- C305 stated that call light for elevator is not working.
Continuing Business was discussed according to the agenda. The items on the agenda were: the agenda
- Chiller – Harry Manne – Harry stated that the new chiller arrived on Monday, October 24, 2011 but has not been installed. WPC received a check for $3600 for the old Chrysler chiller (scrap). Donna will post a time to allow any resident time to view the new chiller.
MOTION: Harry made a motion to buy a new fill for the cooling tower. (Tabled)
- Discussion - Current estimates are between $3000 and $5000. Harry has contacted two places and is waiting for call backs. We will try and get another 5 years out of the current tower. Eric Spears suggested to table the motion until Harry receives the additional information. Eric Klose questioned previous repairs and the length of time. American Cooling Tower is recommending a rubberized coating which will provide a 10 year guarantee. Art Koskela could be sand blasted and repaired utilizing fiber glass. Harry advised that the pool guy states that it will look good for about 3 years, and that the rubberized might be a better option. The main thing to remember is to keep the fill material dry. Harry thinks it might cost between $80,000 and $100,000 for replacement. The concrete stem is also cracked.
New Business was discussed according to the agenda. The items on the agenda were:
- Eric Klose discussed rules for having pets (dogs). Please complete form for assisted animals (can pick up at office). Form only needs to be completed one time. Donna advised letter has been revised. For nuisance dogs, please contact Donna.
- Must be kept on a leash
- Cannot leave dogs on patios
- Same treatment for everyone
- Committees:
- MOTION: Harry made motion for Joseph Roacha to head the Painting Committee and was seconded by Eric Klose. Passed.
- MOTION: Art made motion for Jeff Raglin to head Audit Committee and was seconded by Joseph Rocha. Passed.
- MOTION: Harry made motion for Tony to head Energy Committee and Eric Klose seconded. Passed.
- Discussion took place concerning the North Gate receiver not working. Harry explained that there is different equipment between the North and South gate. Harry suggested a new antenna and was told by repair man that a new antenna was not feasible. It was advised to get a new receiver. Art questioned if the new receiver needed to be hard wired or plugged in. Eric Klose also questioned if we could get a new board to prevent the motor from overheating during the summer months.
MOTION: Art made motion to replace receiver as long as cost was below $1000 and Eric Klose seconded. Passed.
- Donna stated she had received a call from the Phoenix Fire Department and that a WPC would need a TOMAR unit for the South gate.
MOTION: Harry made motion to get TOMAR unit repaired and was seconded by Joseph. Passed.
- Harry has been working on delinquencies. Beth Mulcahey has 16 cases. Harry has 22 others seriously delinquent. Other infractions: First letter, then wait 14 days, then send second letter. There are several units in jeopardy, send a final letter giving 10 days. Each homeowner has the right to be heard. First offence is $25 and each subsequent month is $50 . Fines will be for Nuisance, Rules Violation and Appearance.
MOTION: Eric Klose made motion after 10 day letter advise of fine for $25/$50 for Nuisance, Rules and Appearance violations. Any collected fines will be applied towards recreational (pool furniture, etc). Harry seconded. Joseph No. Passed.

There being no further business to discuss, the meeting adjourned at 7:45 p.m.
